In my reasons for sanctioning these, accompanying I have informed M. This can easily be done, as the slight rearrangement of expenditure proposed at pages 26 and 27 of the annual Estimates can be made without inconvenience. $35,000 is voted for service at Kowloon while the Revenue from land sales is estimated at only $20,000. I think the expenditure upon Kowloon should not exceed the receipts from that District. Again, the item at page 27 of $7,500 for a new Carriage from Government Offices to the road...
